The Economic Community of West African States (ECOWAS) has launched a significant new funding opportunity aimed at accelerating the adoption of clean energy solutions across the region. Through its second funding round for the Regional Off-Grid Electricity Access Project (ROGEAP), ECOWAS is making grants available, ranging from $10,000 to $250,000, for businesses operating in the off-grid solar sector. The application window for this initiative closes on June 23.
Backed by a total investment of nearly $340 million, ROGEAP is a collaborative effort co-funded by the World Bank, the Clean Technology Fund, and the Netherlands’ Directorate General for International Cooperation. The project’s primary objective is to expand sustainable electricity access and cultivate a robust market for off-grid solar projects across all 15 ECOWAS member states and four Sahelian nations. This initiative directly addresses regional challenges by aiming to reduce energy poverty and lessen dependence on diesel generators.
To support a wide range of businesses, the funding is structured in three distinct categories. Matching Grants, from $10,000 to $25,000, are designed for startups and early-stage companies. For growing businesses, Market-Entry Grants of $50,000 to $150,000 are available, while established enterprises tackling challenging markets can apply for Performance-Based Grants of up to $250,000.
In addition to financial aid, ROGEAP provides comprehensive support, including customized training and B2B networking opportunities. A recent example of the project’s impact is a Memorandum of Understanding with Nigeria’s Rural Electrification Agency (REA), which secured a $700,000 grant to install solar systems in 15 rural health centers and schools. Capacity-building workshops have also been held for over 50 small and medium-sized enterprises in Nigeria.
This second funding round is open to companies in 13 of the 19 participating nations: Benin, Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Gambia, Ghana, Liberia, Mali, Mauritania, Niger, Nigeria, and Sierra Leone. The application process begins with an Expression of Interest (EOI), followed by training sessions for successful applicants before the submission of a full proposal. This program represents a critical step in fostering private-sector innovation to build a more resilient and sustainable energy future for West Africa.
