Funding Secured for PV Parks and Storage in Solomon Islands

A landmark $52 million funding package has been secured for the Solomon Islands Renewable Energy Development Project, a transformative initiative aimed at drastically reducing the nation’s heavy reliance on imported diesel fuel. The project will see the development of 35.5 megawatts of new solar capacity and the installation of the largest grid-connected battery storage system in the Pacific, marking a significant step in the country’s transition to clean energy.

The financing is a collaborative effort led by the Asian Development Bank (ADB), which is providing a $10 million concessional loan and a $5 million grant. Key partners include the Saudi Fund for Development (SFD), contributing $10 million in what marks its first-ever development loan agreement with the Solomon Islands, and the state-owned utility, Solomon Power, which is also investing $10 million. The Solomon Islands government is supporting the project with $7 million in exempted duties and taxes.

Core components of the initiative include the construction of two new solar PV power plants in the Guadalcanal and Malaita provinces. Alongside these generation assets, a utility-scale, grid-connected energy storage system will be built in Honiara to ensure grid stability and reliability. Currently, renewables account for only about 2% of the Solomon Islands’ energy mix, with the vast majority of grid electricity coming from expensive and polluting diesel generators.

Shane Rosenthal, a regional director at the ADB, emphasized the project’s importance. “Poor access to clean and sustainable electricity and high electricity prices limit Solomon Islands’ opportunities for economic growth and prosperity,” he stated. Rosenthal noted that this initiative is a “crucial first step in expanding grid-connected renewable energy through private sector investment.” Beyond large-scale infrastructure, the project also includes a pilot program to establish a rooftop solar PV business model at two regional schools and supports broader power sector reforms designed to attract further private investment in photovoltaic (PV) energy generation.
