Ambitious Plan to Produce Solar Panels in Tunisia and Algeria

The Italian government has unveiled a new policy aimed at increasing Europe’s access to clean, affordable energy from North Africa. According to Prime Minister Giorgia Meloni, the initiative involves producing solar panels in Tunisia and Algeria, a move set to bolster the continent’s renewable energy portfolio.

Medlink: A Bridge to Europe’s Renewable Future

In a clear sign of this commitment, Italian officials have met with executives involved in the “Medlink” project—an ambitious initiative to establish solar panel facilities in Tunisia and Algeria.

Energy generated by these facilities will be transmitted to Tuscany and Liguria through undersea lines. According to an internal document cited by Bloomberg, the initiative is part of a broader European effort to enhance energy security and sustainability.

The project is being spearheaded by ZHERO, a company founded by former executives from gas network operator SNAM. The company has already secured over 100 million euros ($108 million) for its first phase, which accounts for a fifth of the total estimated cost.

To bring the project to fruition, ZHERO will need to raise an additional 5 billion euros. While its success hinges on securing long-term contracts with energy buyers, the initiative has the potential to revolutionize the region’s energy landscape by fostering closer cooperation and technological advancement between Europe and North Africa.

European Support for Strategic Italian Renewable Energy Projects

The Medlink project aligns with the long-term plans of the European Network of Transmission System Operators for Electricity (ENTSO-E). It is also a key component of the Mattei Plan, Prime Minister Meloni’s broader strategy for Africa, which focuses on regional development and addressing irregular migration.

By promoting renewable energy projects in North Africa, the Italian government is positioning itself as a key player in sustainable development and regional stability. Expected to supply 8% of Italy’s annual electricity demand, Medlink could establish the country as a significant European energy hub.

A second key initiative, the “Elmed” project, will establish a transmission line connecting Tunisia and Italy. Approved by the Italian government, the project has been entrusted to state-owned companies Terna and the Tunisian Electricity and Gas Company, a partnership that establishes Tunisia as a vital energy cable supplier and further strengthens Italy’s role in regional energy security.

Technological and Environmental Benefits

Beginning in 2030, 10 gigawatts of renewable energy from wind and solar power—coupled with large-scale battery storage—will be transmitted to northern Italy via high-voltage submarine cables.

The project will export electricity not only to Italy but also to Austria, Germany, and Switzerland. By positioning themselves as leaders in renewable energy technologies such as advanced photovoltaic panels and storage systems, Tunisia and Algeria can play a significant role in the global energy transition.

The project is expected to reduce annual carbon emissions by over 2 million metric tons, directly contributing to climate change mitigation. This commitment to environmental responsibility is further demonstrated by plans to adopt sustainable land use and waste management strategies throughout the project’s lifecycle.

Economic Benefits for North Africa

Medlink is expected to bring significant economic benefits to both Tunisia and Algeria, creating more than 10,000 direct and indirect jobs in construction, manufacturing, and related services. This influx of employment will help reduce unemployment and boost local economies.

Furthermore, the construction of the undersea cable alone is estimated to contribute 1% to the annual GDP growth of both countries over the next decade. By stimulating various economic sectors, Medlink is poised to play a vital role in the region’s long-term development and growth.

Beyond its direct economic and environmental benefits, Medlink represents a major investment in Mediterranean cooperation.
