Egypt is accelerating its green energy transition through an expanding partnership with Norway, solidified in a recent meeting between Dr. Mahmoud Assmat, Egypt’s Minister of Public Business Sector, and Norwegian Ambassador H.E. Hilda Clemetsdal. The discussion, which included a delegation from leading Norwegian renewables firm Scatec, centered on advancing key joint ventures designed to decarbonize Egyptian industry.

The flagship initiative is a 1-gigawatt solar power station set to provide low-carbon energy for the Nag Hammadi Aluminum Complex. This landmark project, a joint venture between Scatec ASA and Misr Aluminum Company (Egyptalum), will be constructed in the Qena Governorate to directly power the company’s aluminum smelter. The plant’s 1,000 MW capacity will enable the production of high-grade, low-carbon aluminum, enhancing Egyptalum’s competitiveness in global markets, particularly in Europe, by meeting stringent environmental standards.

The project is on a fast track, with an ambitious timeline that schedules the completion of the first 500-megawatt phase by the end of next year and the final 500 megawatts by June 2026. The Egyptian Electricity Holding Company (EEHC) has officially invited expressions of interest for a new hybrid power project in the country’s western Siwa Oasis. The tender calls for the design, construction, and operation of an 8.2 MW solar plant integrated with a 2 MW/4 MWh battery energy storage system (BESS).

This initiative is designed to bolster the region’s energy infrastructure by expanding an existing 10 MW photovoltaic system and microgrid already located on the 16-hectare site. According to industry reports, the primary goal is to enhance grid stability and increase the electricity supply to surrounding rural areas. The deadline for interested domestic and international firms to submit their interest was June 3, 2024, with a formal call for proposals expected to follow in the summer.

While modest in scale, the Siwa Oasis project is a key part of Egypt’s much larger strategic pivot towards renewable energy integrated with grid-scale storage. The nation is concurrently advancing several gigawatt-scale developments that underscore its commitment to modernizing its power grid. These massive undertakings signal a national strategy to harness solar power more effectively and ensure grid reliability as renewables play a larger role in the energy mix.

Among these landmark projects, a consortium including Hassan Allam Utilities and Infinity Power is developing 1.2 GW of solar capacity paired with 720 MWh of battery storage across sites in Benban and Minya, with operations targeted for 2026-2027. Similarly, AMEA Power has secured agreements for 1.5 GWh of standalone BESS and is advancing multiple photovoltaic systems coupled with hundreds of megawatt-hours of storage. Norwegian developer Scatec has also finalized a power purchase agreement for a 1 GW solar farm complemented by a 100 MW/200 MWh BESS, with construction anticipated to begin in 2025.

These large-scale deployments are crucial for achieving Egypt’s ambitious target of sourcing 42% of its electricity from renewables by 2030. The integration of battery storage is essential for managing the intermittency of solar power, ensuring a stable and reliable supply as the country moves away from its traditional reliance on thermal generation.
