The Andorran government has announced significant reforms to its flagship Renova and e-Engega subsidy programs for 2026. While the total budget of €2 million remains intact, the changes are designed to distribute the funds more broadly among citizens and businesses, promoting widespread adoption of sustainable practices.

Announced by the Secretary of State for Energy Transition, David Forné, the overhaul aims to prevent the rapid depletion of funds seen in previous years and ensure more people can benefit from the government’s environmental incentives. The core objectives of the programs remain focused on enhancing building energy efficiency, encouraging renewable energy production, promoting sustainable mobility, and ultimately reducing emissions while fostering household savings.

Spreading the Impact of Andorra Subsidy Programs

A key driver for the reform was the experience in 2025, when the entire budget was exhausted in just two months by 175 approved applications. The new structure addresses this by reducing the amount of individual grants. This strategic shift allows the government to support a larger number of projects with the same overall financial commitment, ensuring a fairer and more equitable distribution of public funds.

The Renova program, often described as the government’s “star” initiative for its positive social and environmental impact, has been instrumental in Andorra’s green transition since its launch in 2011. To date, it has supported over 3,500 projects, contributing to a total mobilized investment of €26 million across both programs.

A Focus on Sustainable Mobility with Andorra Subsidy Programs

The e-Engega program, dedicated to promoting cleaner transportation, will receive an allocation of €500,000 in 2026. These funds will subsidize the purchase of electric vehicles, plug-in hybrids, and extended-range models. It’s important to note that non-plug-in hybrids are excluded from the new scheme.

In 2025, the program saw strong demand, with 71% of applications for fully electric cars, 17% for plug-in hybrids, and the remainder for electric motorcycles and vans. This trend highlights a clear public shift towards zero-emission vehicles. Since its inception in 2014, e-Engega has funded over 2,000 mobility grants.

How to Apply for Andorra Subsidy Programs

The updated regulations for both the Renova and e-Engega programs are scheduled for publication in the Butlletí Oficial del Principat d’Andorra (BOPA) on March 25, 2026. The application window will open the following day, March 26, and will remain open until the funds are exhausted.

A Period of Broader Reform in Andorra

These environmental subsidy reforms are part of a wider landscape of significant policy evolution in Andorra. The principality is also implementing a new residency law in early 2026, which raises the minimum investment threshold for new residents to €1 million. Concurrently, the Social Democratic Party is advancing proposals for pension reforms aimed at ensuring the long-term sustainability of the public system.

Other recent government actions include an amendment to the trademark law to protect essential cultural heritage and the entry into force of a new income tax treaty with the United Kingdom on January 1, 2026. Together, these initiatives reflect a dynamic period of modernization and strategic planning for Andorra’s future.
