Impressive rural solar projects DRC get essential boost
The Democratic Republic of Congo (DRC) is advancing its national electrification goals through a new strategic alliance aimed at illuminating its underserved regions. On February 27, 2026, the National Rural and Peri-urban Electrification and Energy Services Agency (ANSER) signed a memorandum of understanding (MoU) with U.S.-based Cybastion Institute LLC to spearhead the development of vital rural solar projects.
This collaboration leverages the distinct strengths of both the public and private sectors. ANSER, as the government agency, is responsible for identifying and prioritizing the rural and peri-urban communities most in need of power, while also managing the administrative pathways and coordinating with government institutions. Cybastion, meanwhile, brings its expertise in project engineering and structuring. The U.S. firm will conduct comprehensive pre-feasibility and feasibility studies, develop fixed-price technical and commercial proposals, and, critically, secure international financing from major financial institutions to fund the initiatives.
While Cybastion is a newcomer to the DRC’s energy sector, it is not new to the country. The firm has an established presence through a five-year digital skills program with the Ministry of Youth, training 250,000 young people in cybersecurity and data science in partnership with Cisco. The MoU with ANSER marks a strategic pivot for Cybastion, expanding its focus from digital infrastructure to the foundational challenge of energy access. This move frames the company as a key enabler, specializing in the complex structuring of energy projects rather than acting as an operator.
The partnership is a foundational step toward a tangible increase in the DRC’s power generation capacity and the stimulation of sustainable economic growth.
