A New Era of Renewable Investment in North Africa
Morocco is solidifying its position as a global leader in renewable energy, attracting tens of billions of dollars in international funding for ambitious solar and green hydrogen projects. Recent initiatives between 2024 and 2026 underscore a strategic national push to expand its clean energy capacity, building upon a foundation established by landmark projects like the Noor Ouarzazate solar complex.
Landmark Programs and Morocco solar project funding: Stunning 2024 Initiative
The scale of investment is staggering. In a significant 2025 agreement, the United Arab Emirates and Morocco signed a $14 billion deal to develop 1.2 GW of new renewable capacity, including both solar and wind projects, complemented by a 1,400 km high-voltage direct current (HVDC) transmission line. This is further amplified by TAQA Morocco’s announcement of a colossal $27.2 billion investment earmarked for a 6 GW green hydrogen project, signaling the nation’s high-stakes bet on next-generation clean fuels.
Central to this expansion is the “Morocco Offer” green hydrogen program. In March 2025, the initiative approved projects from five companies and consortia, representing a combined investment forecast of approximately $35 billion. Among the key players are the ORNX consortium (Ortus/USA, Acciona/Spain, Nordex/Germany), which is developing a $4.5 billion green ammonia project powered by over 2 GW of wind and solar generation.
The Noor Atlas Program: Expanding Solar Horizons
In March 2026, the country launched the Noor Atlas photovoltaic solar program, a large-scale initiative designed to significantly boost Morocco’s solar energy output. The program encompasses comprehensive agreements covering the development, financing, construction, and long-term operation of new solar facilities. This initiative continues the legacy of projects like the 550 MW Noor Ouarzazate complex, which was fully operational by 2018 and a cornerstone of the original Moroccan Solar Plan.
These coordinated efforts, backed by international partners such as ACWA Power (Saudi Arabia), United Energy Group (China), and domestic champion Nareva, demonstrate a clear and decisive strategy. By leveraging its immense solar potential, Morocco is not just meeting its domestic energy needs but is also positioning itself as a critical hub in the future global green energy supply chain.
