Set to be installed in Garfield County, Washington, the 142-megawatt (MW) Appaloosa project will be co-located with PSEโs existing Lower Snake River Wind facility. The project will leverage the wind farmโs current interconnection infrastructure and, once operational, is expected to generate enough electricity to power more than 30,000 homes annually.

This project takes a novel approach to interconnection challenges, which are often a significant hurdle for clean energy initiatives. It will be the first in Washington to utilize a wind facilityโs existing infrastructureโa strategy that enables the delivery of more renewable energy to the grid.
PSE Collaborates with Qcells for Sustainable Supply Chain
As part of the turnkey solution, Qcells will supply U.S.-manufactured solar panels, manage project development, and provide full engineering, procurement, and construction (EPC) services.
For PSE, the project is a key step toward complying with Washington’s clean energy regulations and achieving its goal of carbon neutrality by 2030. For Qcells, it aligns with the companyโs mission to establish a robust U.S. solar supply chain by producing sustainably made modules with domestic materials.
“We are excited to work with Qcells on the Appaloosa solar project at our existing Lower Snake River wind farm. This project will help us provide clean, reliable utility-scale solar energy to our customers while advancing our efforts to meet Washington state’s ambitious clean energy goals.” said Ron Roberts, Senior Vice President of Energy Resources.
“This groundbreaking solar project, in collaboration with an existing wind farm, represents a significant step toward a more sustainable and resilient grid. Co-located wind and solar projects like this maximise the efficiency of interconnection resources, ultimately delivering clean energy to thousands of homes.” said IP Kim, President of Qcells USA Corp.
