Slovenia is advancing its renewable energy ambitions through an innovative initiative to repurpose land owned by the state railway company, Slovenske Železnice, for the development of solar panels. The project is strategically designed to bolster the country’s green energy capacity and directly benefit residents of multi-apartment buildings through a community self-supply model.
A Strategic Push as Slovenia Installs Solar Panels on Railway Land
The Slovenian government has mandated this move as part of its wider commitment to achieving low-carbon electricity goals, consistent with its Integrated National Energy and Climate Plan. The core objective is to establish photovoltaic plants that feed into energy communities, specifically targeting households that lack the ability to install their own rooftop solar systems. To facilitate this, the Slovenian Sovereign Holding (SDH), which manages state-owned assets, has been tasked with preparing and launching a public call for contractors.
Project Timeline and Implementation
An accelerated timeline has been established for the project. Slovenske Železnice is required to compile and submit a comprehensive list of suitable land parcels to the relevant ministries, including the Ministry of the Environment, Climate and Energy, by the end of 2024. The government aims to have the solar installations fully operational by the end of 2025.
The selection process for contractors will be guided by a strong social equity component. Preference will be given to companies that commit to allocating a minimum of 80% of the electricity generated to households. This includes specific support for energy-poor families, residents of multi-apartment complexes, and citizens who have previously been denied permits for individual self-supply installations.
Expanding on National Green Infrastructure
This railway initiative is a logical extension of Slovenia’s strategy to utilize public infrastructure corridors for renewable energy generation. It mirrors a previous plan announced by the state-owned hydropower operator SENG and the national road company DARS to develop solar PV facilities along the country’s highways. By transforming underutilized state-owned land into hubs for clean energy, Slovenia is creatively advancing its energy independence and sustainability goals.
The deployment of these PV systems along railways not only contributes to the national grid but also empowers local communities, ensuring a more inclusive and distributed energy transition.
