PacificSun Renewables Corp. has announced a plan to build a solar power plant in Ilocos Norte with an investment of PHP 4.9 billion. The project, planned for Paoay, is set to have a capacity of up to 120.96 megawatts (MW), marking a significant contribution to the region’s renewable energy infrastructure.
PacificSun Secures DOE Endorsement for Ilocos Norte solar plant
The Department of Energy (DOE) has endorsed the landmark project, which involves a solar power plant with a potential capacity of up to 120.96 MW. The solar installation will be developed in Paoay, Ilocos Norte. Crucially, the company has also secured an environmental compliance certificate from the Department of Environment and Natural Resources (DENR), indicating the project’s commitment to environmental sustainability and adherence to national regulations.
PacificSun has entered a 25-year power purchase agreement (PPA) to supply the generated energy to a company based in the Philippines. Securing long-term PPAs is a common strategy for ensuring the financial viability of large-scale energy projects. For instance, this is similar to how Pacific Energy signed a PPA for a major mine in Australia, guaranteeing a long-term buyer for the clean energy produced. The solar plant is expected to provide a clean and reliable energy source, contributing to the country’s renewable energy goals. Furthermore, the project is anticipated to create jobs during its construction and operational phases, boosting the local economy.
“We are excited to announce our solar power plant project in Ilocos Norte. This initiative is a testament to our commitment to providing sustainable energy solutions and contributing to the country’s renewable energy targets. We are grateful for the support from the Department of Energy and the Department of Environment and Natural Resources, which have been instrumental in moving this project forward,” said PacificSun President and CEO, Samuel Rasco.

Philippines’ Growing Solar Energy Market, Including the Ilocos Norte solar plant
The Philippines has experienced significant growth in its solar energy market in recent years, a trend detailed in this market insights report. With abundant sunlight throughout the year, the country is an ideal location for solar power generation. The government has been actively promoting renewable energy through various policies and incentives, encouraging both local and foreign investments in the sector.
This project by PacificSun is part of a larger wave of clean energy development across the country. Other companies are also making significant moves, such as ACEN’s major investments in solar renewable energy and the PHP 1.5 billion solar farm planned by Wyn Power. These initiatives collectively showcase the robust health and potential of Philippines solar power.
Solar energy in the Philippines is not only a sustainable solution but also a viable alternative to traditional energy sources, which have been increasingly costly and environmentally harmful. The success of projects like PacificSun’s solar power plant in Ilocos Norte is a testament to the potential of solar energy in the country. As more companies and investors recognize the benefits of renewable energy, the Philippines is set to become a major player in the global solar energy market.
