The Government of Liberia (GoL) has launched a tender for BESS consultants to help oversee a major renewable energy auction that will support the development of a utility-scale solar and battery energy storage system (BESS). Firms with expertise in energy transactions are now invited to submit expressions of interest.
Background of the Project
The Liberia Electricity Corporation (LEC) issued the request for expressions of interest (EOI) under the World Bank-funded Liberia Electricity Sector Strengthening and Access Project (LESSAP). Through this initiative, the government aims to select advisers to develop the legal, technical, commercial, and financial frameworks for the bid energy auction.
A crucial part of Liberia’s energy transition, the project will involve procuring up to 70 MW of solar power and 20 MW/60 MWh of BESS. While the precise locations have yet to be confirmed, Buchanan and Yekepa are considered the most likely sites.
Following the auction, the GoL will select one or more independent power producers (IPPs) to finance, build, and operate the facilities. This ambitious project is set to significantly boost Liberia’s renewable energy capacity and improve grid reliability across the country.
Liberia is determined to expand its renewable energy sector, reduce its reliance on fossil fuels, and improve electricity access for its people. In October 2024, the country began work on its first utility-scale solar plant, a 20 MW facility being built at the existing 88 MW Mount Coffee hydropower station.
Scheduled for completion later this year, this plant is a significant step toward achieving the nation’s energy goals. The upcoming solar-plus-storage auction marks another milestone in Liberia’s strategy to diversify its energy mix and enhance grid stability.
Role of the Consultants
The selected consultants will provide critical expertise to guide the GoL through the complex solar and BESS auction process. Their responsibilities will cover technical, environmental, social, legal, financial, and market advisory services.
A qualified BESS consultant team will help develop the auction’s legal and technical frameworks, assist in drafting contracts, evaluate proposals from bidders, and negotiate terms with the selected companies. They will also provide capacity-building support for government officials, helping them develop the expertise needed for future renewable energy projects in Liberia.
The deadline for submitting expressions of interest is February 25, 2025. Interested firms must demonstrate strong qualifications and experience, particularly in renewable energy and transaction advisory services. A proven track record in managing complex transactions, especially within Sub-Saharan Africa, is also required.
Selected firms will be expected to assemble a multidisciplinary team of legal, financial, commercial, and technical experts. They will also need to partner with both international and local legal firms to ensure all project agreements comply with relevant regulations.
The consultants will be tasked with preparing tender documents, managing the bidding process, and ensuring the auction attracts qualified bidders capable of financing, building, and operating the new energy facilities.
