This region holds significant, largely untapped potential for energy savings, and the programme aims to substantially reduce both energy consumption and greenhouse gas emissions. GEFF WB 2 will provide financing for a wide array of energy-saving measures, including building insulation, energy-efficient windows and doors, modern heating and cooling systems, and renewable energy technologies such as solar panels and heat pumps. The push for solar adoption is particularly notable, as this funding enables wider access to a technology built on a sophisticated manufacturing process. Understanding the basics of manufacturing reveals how investments like this stimulate local supply chains and expertise.
The programme will also support the development of energy-efficient public infrastructure, such as modernizing street lighting and district heating systems. In addition to the financing package, GEFF WB 2 offers comprehensive technical assistance. This support includes energy audits, feasibility studies, and specialized training for local experts, ensuring that investments are viable and deliver maximum impact.
EBRD’s Continued Commitment to the Western Balkans and Bosnia solar energy
The EBRDโs financing for GEFF WB 2 is part of its long-standing and deep commitment to fostering sustainable development in the Western Balkans. The bank has been a pivotal partner in the region since the 1990s, financing a diverse portfolio of projects in energy, infrastructure, and private sector development.
By promoting energy efficiency and renewable energy, the EBRD has been instrumental in helping the Western Balkans reduce its dependence on fossil fuels and lower greenhouse gas emissions. The GEFF WB 2 initiative is set to build on the considerable success of the programme’s first phase, which supported over 4,000 energy efficiency projects. In Bosnia and Herzegovina alone, the GEFF framework has already helped over 22,000 households improve their energy efficiency, often with the support of EU-funded cashback incentives upon project completion.
This second phase aims for an even greater impact, with the EBRD’s financing designed to mobilize substantial additional private sector investment. The programmeโs focus is not only on environmental benefits but also on economic growth, expected to create new jobs and bolster the development of a vibrant green economy in the Western Balkans.
