Colombia Introduces 15-Year Auction Framework for Solar and Storage
Colombia is taking a significant step forward in its clean energy transition with the launch of a new 15-year auction framework designed to bolster solar, energy storage, and hybrid capacity. Announced on April 21, 2026, through Resolution 40208 from the Ministry of Mines and Energy, this strategic initiative aims to create a stable, long-term market for renewable energy developers and secure the nation’s future power supply.
A New Era Following the Colombia solar auction
The newly introduced mechanism is set to revive long-term renewable energy contracting in the country, but with a significantly expanded scope. The framework is designed to achieve several key objectives: reduce investment and demand risk for project developers, minimize exposure to price volatility for consumers, and seamlessly integrate more renewable energy and storage solutions into the national grid. Furthermore, it will play a crucial role in helping energy retailers meet their renewable procurement mandates.
Under the new rules, contracts must be awarded by July 31, 2026, with energy deliveries scheduled to begin on January 1, 2030. This timeline provides a clear roadmap for investment and development in the coming years.
Innovative Products for a Modern Grid
A standout feature of this auction framework is its explicit support for battery storage and time-of-use products, a clear departure from previous auctions. This focus on flexibility and grid stability is reflected in the four specific products available for bidding:
- 24-Hour Supply Contracts: Offering continuous power, with projects having the option to begin deliveries in 2030 or 2035.
- Solar Generation Blocks: Contracts specifically for solar power generation during daylight hours, from 6:00 a.m. to 6:00 p.m.
- Hybrid Project Blocks: Designed for hybrid systems that can supply energy across two distinct time slots: from 8:00 a.m. to 5:00 p.m. and from 5:00 p.m. to 9:00 p.m.
- Peak Demand Supply: Tailored specifically for battery storage systems, this product targets the critical peak demand window from 6:00 p.m. to 10:00 p.m.
Enhancing Grid Flexibility and Stability
By structuring the auction around these time-of-use designs, Colombia is actively working to enhance the flexibility and reliability of its power grid. The inclusion of products for peak demand and hybrid systems directly addresses the intermittency challenges often associated with renewable sources like solar. This forward-thinking approach not only encourages the adoption of clean energy but also ensures that the grid can handle the influx of variable generation while maintaining a stable supply for all consumers.
This new 15-year framework signals Colombia’s strong commitment to decarbonization and positions the nation as a leader in the region’s energy transition, creating a robust and predictable environment for the growth of solar power and energy storage.
