Critical: ALMM Solar Cell Norm Extension Ends in June 2026

No Blanket Extension for ALMM Solar Cell Norm Beyond 2026

India’s Ministry of New and Renewable Energy has ruled out a blanket extension of the ALMM List-II solar cell deadline beyond June 1, 2026. However, the Ministry will consider case-by-case relief for projects that have already made substantial investments or are delayed for reasons beyond the developer’s control.

Details of the Decision Regarding ALMM Solar Cell Norm

According to the Ministry, the ALMM List-II requirement for solar photovoltaic cells will remain in effect starting from June 1, 2026. Developers of projects with installed modules but pending commissioning, or those that have progressed with essential steps such as land acquisition, financial closure, connectivity, approvals, or module installation may seek extensions on a project-specific basis.

Relief Process for Developers Under ALMM Solar Cell Norm

Developers interested in seeking project extensions must submit claims with appropriate documentary proof through a dedicated portal managed by the National Institute of Solar Energy (NISE) by June 30, 2026. An Expert Committee will then review the claims.

Consumer Information and the ALMM Solar Cell Norm

In addition to these provisions, residential users participating in the PM Surya Ghar “Give It Up” campaign who opt to forgo subsidies will continue to be governed by existing guidelines until March 31, 2027.

Market Context and the ALMM Solar Cell Norm

The decision aligns with the Ministry’s ongoing efforts to maintain a structured approach in managing India’s solar market, ensuring that projects that demonstrate proactive engagement in compliance with regulations can still be supported despite the upcoming regulatory changes.
