In a landmark decision for renewable energy adoption, the Cyprus Parliament has unanimously voted to protect the surplus electricity generated by residential solar panels. An End to Wasted Energy
Previously, any surplus electricity produced by the approximately 100,000 households with photovoltaic systems was effectively erased at the end of a billing cycle if not consumed. This meant that the valuable clean energy homeowners contributed to the grid beyond their own needs was lost without compensation.
Following a unanimous vote on Thursday, April 23, 2026, this policy has been reversed. The new regulation ensures that all surplus electricity is now recorded and preserved. This decision rectifies what Diko MP Michalis Yiacoumi described as a “clear injustice” to consumers who invested in green technology.
The Path Forward: Awaiting a Compensation Plan
While the preservation of the surplus is a significant victory, the next steps now lie with the country’s Council of Ministers. The parliament’s decision essentially places a hold on the deletion of surplus energy, tasking the cabinet with developing a formal plan for how homeowners will be compensated.
Kyriakos Hadjiyiannis, the chairman of the House Energy Committee, confirmed the new status quo, stating, “surplus energy produced by household photovoltaics will not be deleted until the council of ministers decides.”
Several potential mechanisms are on the table, including:
* Crediting the surplus back to consumer accounts.
* Allowing the surplus to be carried forward to future billing cycles.
* Other forms of financial compensation.
The decision was part of a legislative process that involved partially accepting a referral from President Nikos Christodoulides on amendments to the renewable energy law. This careful navigation addressed potential constitutional concerns while delivering a pro-consumer outcome.
A Boost for Solar Homeowners
Lawmakers hailed the vote as a crucial step in supporting citizens’ investment in renewable energy. Dipa MP Alekos Tryfonidis noted that the decision preserves accumulated credits and expressed hope for a final plan that will be favorable to consumers.
Adding to the positive outlook, early indications from the Energy Ministry suggest that there may even be a possibility of restoring previously lost units for consumers, particularly those on older net metering agreements.
