Streamlined Solar Installation Approval Process
The Department of Energy (DoE) in the Philippines has streamlined approval requirements for small-scale, own-use solar installations by removing several prior permitting hurdles. This change aims to facilitate faster installation of rooftop solar systems for households and businesses.
Key Changes for Solar Installation Approval
The updated regulations mandate that distribution utilities eliminate administrative barriers, including pre-installation clearances, technical permits, and inspection fees for qualifying systems. The rules now encompass self-generating facilities with zero-export energy systems (SGF ZESS) and micro-solar systems (MSS), which are particularly critical for households as well as medical facilities.
Under the revisions, users of SGF ZESS must still obtain a building permit from local government units unless they possess a sufficient existing permit. However, the necessity for a certificate of compliance (COC) from the Energy Regulation Commission (ERC) has been removed. For MSS, users will no longer need either a building permit or a COC.
Government Goals for Solar Installation Approval
Energy Secretary Sharon S. Garin noted that the aim of these changes is to render the approval process “faster, simpler, and more responsive.” The ultimate objective is to allow more consumers to benefit from rooftop solar solutions, consequently helping them reduce their electricity bills.
