Denmark’s solar sector has experienced explosive growth, with installed capacity tripling from 1.1 GW in 2020 to 3.5 GW by the end of 2023. Building on this momentum, the government has launched a new national solar strategy designed to clear roadblocks and accelerate a market-driven expansion. This initiative comes as the country’s total capacity surpassed 4 GW in 2024, positioning solar as a cornerstone of its ambitious green transition.
The new strategy, unveiled in mid-2024, is a direct response to soaring electricity demand fueled by the electrification of transport and heating. At its core, the plan seeks to simplify regulations and remove barriers to support the National Energy and Climate Plan’s target of 20 GW of solar capacity by 2030. This push is critical to achieving Denmark’s goals of 100% renewable electricity by 2030 and climate neutrality before 2050.
A central focus of the strategy is unlocking the vast potential of urban and commercial spaces. The government aims to make it easier to install solar panels on the rooftops of businesses and public buildings, in part by exploring more flexible financing and leasing options requested by the industry. Furthermore, the plan champions the development of large-scale energy parks, supports installations in rural areas, and fosters the growth of small community energy cooperatives.
To translate strategy into reality, Denmark is implementing concrete measures to streamline development. This includes faster permitting for new projects through a dedicated task force, reducing grid connection fees, and introducing incentives for self-consumption. Lars Aagaard, Minister for Climate, Energy, and Utilities, has emphasized that solar energy is one of the quickest and most cost-effective paths toward a fossil-free future. The government is also allocating DKK 178 million to fund projects in non-traditional locations such as along highways and over parking lots, maximizing land use for clean power generation.
While the 545 MW added in 2024 did not match the record-breaking 1 GW installed in 2022, Denmark’s commitment remains unwavering. This comprehensive strategy, focused on market enablement, regulatory clarity, and community involvement, solidifies the country’s position as a global leader in renewable energy. By systematically addressing deployment challenges, Denmark is paving the way for solar power to meet its future energy needs and secure a sustainable, climate-neutral economy.
