Tuas Power and Électricité du Laos Renewable Energy Agreement Details
Singapore-based Tuas Power, Électricité du Laos (EDL), and Laos’s Phongsupthavy Group signed a memorandum of understanding (MoU) to explore the supply of up to 500 MW of renewable electricity from Laos to Singapore. The agreement was signed on October 30, 2026, during the Singapore International Energy Week.
Proposed Renewable Energy Agreement Supply Composition
The proposed electricity supply could integrate hydropower, solar, and wind sources, allowing for effective management of seasonal fluctuations in electricity generation. The possibility of a resulting contract may initiate with an initial delivery of 100 MW, increasing to 300 MW in the second year and reaching 500 MW thereafter.
Regulatory and Infrastructure Considerations for Renewable Energy Agreement
This initiative is contingent upon obtaining necessary regulatory approvals, including agreements for cross-border transmission and available grid capacity in both countries. EDL has previously been involved in collaborative regional efforts under the Laos–Thailand–Malaysia–Singapore Power Integration Project, which has facilitated the import of Lao hydropower into Singapore.
Next Steps for the Renewable Energy Agreement MoU
The MoU between the three entities is exploratory rather than a binding power purchase agreement. The parties aim to clarify commercial and regulatory arrangements by 2027. This collaboration reflects ongoing efforts to enhance energy cooperation within the ASEAN region.
