Lund University Study Reveals Deficiencies in Sweden’s Solar Policy
LUND, Sweden – Sweden’s utility-scale solar market is expanding rapidly but without a coherent national strategy to guide its growth, creating significant challenges for developers and risking uneven development across the country, according to new research from Lund University.
The study finds that in the absence of an overarching national vision, the expansion of large-scale solar power is proceeding in a piecemeal fashion. This policy vacuum has left developers, county authorities, and grid operators to make ad hoc decisions, effectively shaping the country’s energy future without a unified plan.
A key consequence of this strategic gap is inconsistency in the permitting process. Researchers noted that a solar project may be approved in one county but rejected in another under similar conditions, creating uncertainty for investors. This approach is likely to cause a regional imbalance, with solar growth concentrating in areas with better grid access and fewer land-use conflicts, while other regions are left behind.
Grid congestion has emerged as a critical bottleneck, particularly in southern Sweden. The strain on the electrical grid is so pronounced that connection queues for new solar installations reportedly extend into the 2030s, presenting a major obstacle to progress.
The study positions Sweden as a notable outlier compared to its neighbors. Both Denmark and Norway have adopted clearer strategic positions on large-scale solar, highlighting the deficiency in Sweden’s approach. While countries across the globe are launching coordinated clean energy initiatives, such as the ambitious solar expansion in Angola, Sweden’s fragmented method may hinder its ability to maximize its solar potential.
Ultimately, the researchers conclude that the lack of a national strategy increases uncertainty for the market and can produce inconsistent and inequitable results for local communities, underscoring an urgent need for cohesive, top-down policy direction.
