Somalia off-grid solar tender: Essential power for 22 facilities

In a significant move to bolster its healthcare infrastructure with sustainable energy, Somalia’s Ministry of Energy and Water Resources has announced a tender for the installation of off-grid solar and battery storage systems at 22 critical health facilities. This initiative, part of the World Bank-funded Somali Electricity Sector Recovery Project (SESRP), aims to deliver stable, 24/7 electricity to clinics in the country’s North Eastern State, ensuring uninterrupted medical services for vulnerable communities.

Project Scope and Strategic Importance of the Somalia off-grid solar tender: Essential power for 22 facilities

The successful bidder will be tasked with a comprehensive turnkey solution, encompassing the design, supply, installation, testing, and commissioning of the solar-plus-storage systems. The contract also includes one year of operations and maintenance, guaranteeing the project’s immediate functionality and long-term viability. By integrating battery storage, the facilities can maintain power for essential medical equipment, vaccine refrigeration, and lighting throughout the night and during periods of low sunlight, a critical upgrade from unreliable or non-existent grid connections and costly diesel generators. The quality of these systems hinges on everything from the components used to the final assembly.

This tender is a key component of Somalia’s broader strategy to expand energy access and improve public services through renewables. The nation’s renewable energy capacity is on the rise, with the Africa Solar Industry Association (AFSIA) reporting an operational solar capacity of 82.4 MW. This project follows several similar initiatives, including tenders for 25 health centers in November 2024 and 46 educational facilities in Mogadishu, demonstrating a clear government commitment to decentralized solar power.

Bidding Process and Eligibility

The procurement will follow International Competitive Bidding (ICB) procedures to ensure transparency and attract highly qualified firms. Prospective bidders must demonstrate substantial experience, including a minimum of five years in the off-grid solar sector and the successful completion of at least three comparable projects within the last three years. Financial stability is also a prerequisite, with firms required to show an average annual turnover of at least USD 200,000 from off-grid solar projects and provide audited financial statements for the past three years. This stringent vetting ensures contractors are familiar with the entire solar technology lifecycle.

The deadline for proposal submissions is firmly set for 11:00 a.m. on January 15, 2026. Bids can be submitted electronically or delivered physically to the Ministry’s office in Mogadishu. A public bid opening will take place 30 minutes after the deadline on the same day. All submitted bids must remain valid for a period of 120 days following the opening.

A Sustainable Future for Somali Healthcare

The impact of electrifying these 22 facilities extends far beyond energy provision. It represents a fundamental improvement in healthcare delivery, enabling operating theaters, diagnostic labs, and maternal wards to function without interruption. This initiative will save lives, lower operational costs by displacing diesel fuel, and contribute to environmental sustainability. The project aligns with trends seen in the latest global solar analysis, where developing nations are increasingly harnessing solar to power essential services.

Successfully implementing this project will create a powerful, replicable model for electrifying other crucial infrastructure, such as schools and water purification centers, across Somalia. It will also cultivate local expertise in advanced renewable technologies, from the sophisticated machinery involved in production to on-site maintenance. For those interested in the fundamentals of this technology, the project serves as a practical example of its transformative power.
